What is the Social Housing Finance service?

A service where The Ministry of Housing & Urban Planning extends to eligible Bahraini citizens housing finance at subsidized rates to enable them to purchase or construct their first home. 

The Ministry also provides the Renovation financing services a complementary housing service.

What is the tenure of the Social Housing Finance?

Housing Finance tenure is up to 30 years.

Renovation Finance tenure is up to 15 years. This finance is not related to the tenure of the original Social Housing Finance that the applicant had already availed of from the Ministry of Housing & Urban Planning.

What is the housing unit criteria of social finance for the purchase of a ready build unit?

The housing unit must meet the following criteria:

  • The unit must be suitable for housing a family. The construction should be robust and safe throughout the repayment period. The unit must comply with the regulatory construction requirements of the Kingdom.

  • The unit must be classified as residential, free from any legal obligations, disputes, violations, or belongings, and not rented.
  • The unit’s value must be in line with the financing value.
  • Any other criteria determined by the Ministry.
What is the eligibility criteria for applying for Social Housing Finance?
The applicant must meet the following criteria for Social Housing Finance:

  • He/she must be a Bahraini citizen.
  • He/she must be the head of the Household.
  • At the time of application, applicant’s age must be no less than 21 years and no more than 60 years.
  • At the time of application and upon allocation of the finance, the applicant’s  monthly income must be no less than BD320 and no more than BD1, 200.
  • Neither the applicant  nor any of his/her immediate family members may have ever obtained any service for the purpose of housing, whether from the Government or other parties.
  • For the three years prior to application, the applicant and his immediate family must not have owned any real estate. This includes owners who benefited from Islamic housing finance.
  • In case of financing the construction of a housing unit, the applicant or one of his family members must prove land ownership at the time of application and until financing is disbursed. The land must be suitable for  residential construction  and free of any legal disputes.
For renovation finance the applicant must meet the following criteria:

  • He/she must be a Bahraini citizen.
  • He/she must be the head of the Household.
  • At the time of application, applicant’s age must be no less than 21 years and no more than 60 years.
  • At the time of application and upon allocation of the finance, applicant’s  monthly income must be no less than BD120 and no more than BD1,200
  • Ten years must have passed from the time the applicant or any of his family members benefited from a social housing service for the purpose of home ownership (developed by the Government or other party).
  • In case the applicant has previously benefited from a housing service provided by the Ministry, he must not have debt due to Eskan Bank for more than three months, and must be paying installments regularly
  • He must not have previously benefitted of social housing renovation financing.
  • The applicant, or at least one of his family members, must own a share in the housing unit to be renovated and it must be the only housing unit belonging to the family. He or any of his family members must not own any other property at the time of application nor for the three years prior and up until allocation of the finance. This includes owners who benefited from housing using Islamic financing.
What is the Social Housing Finance ceiling amount?
  • The amount allocated for purchase or construction financing is determined according to the applicant’s monthly income and the financing tables approved  the Ministry with a finance ceiling of BD60, 000.
  • The finance amount for  renovation is determined according to the applicant’s monthly income or based on the minimum housing renovation requirements of the family, whichever is lower, and in accordance with the financing rules set by the Ministry. The financing amount will not exceed BD20, 000 and will be granted after the approval of the Evaluation Committee for renovation finance. The renovation works requested must be necessary  for the housing unit.
How is the income calculated for the applicant of Social Housing Finance?
The basic salary, in addition to all fixed allowances, is considered  the monthly income as per the regulations of the Ministry
What is the specified period for completing the social finance agreement and receiving the financing?

Agreement procedures and receipt of financing must be completed within one year from the date of finance allocation.

The financing allocation is canceled if the beneficiary does not complete procedures within this period.

What are the documents required by Eskan Bank to disburse the financing?
  • A copy of the title deed for the housing unit to be purchased
  • Recent salary certificate
  • Copies of passports and ID cards of all family members
What are the documents required by Eskan Bank for the disbursement of construction financing?
  • A copy of the title deed of  the land to be developed
  • Valid building permit
  • Engineering drawings approved by the relevant municipality
  • Recent salary certificate
  • Copies of passports and ID cards of  all family members
Why does Eskan Bank require the presence of the wife and adult children during the signing of the disclosure form?
The wife and adult children must sign the disclosure form in accordance with Data Protection Law No. (30) of 2018.
